Retirement tax questions

Talked to two different people.  Not resolved yet.  First person for an hour put me on hold then a second person picked up not knowing I was on hold.  Talked for about another hour still not resolved.  I was put on hold then the line dropped.  I have a case number. I will calling back again.  The bottom line is the CT-1040 form that has the State Payer's number should be allowing a 10 digit number.  When a 10 digit number is entered an error comes up stating that the number is larger that 10 digits. When in fact it is 10 digits. Obviously there is a  bug in the data checking for that item.  I can't override that error by manual entry in the forms.
