If you confirmed that the smaller 1099-NEC from the title company duplicates part of the larger 1099-NEC from the general contractor, then yes, you can deduct the amount that is a duplication and state "2 1099s for the same payment" or whatever you think makes the most sense.
The previous replies advised correctly that you should report both 1099's, as the IRS information return matching program will be looking for both forms.
