Thanks - just saw this - same issue - received a 2023 1099-R relating to a 401k class action settlement with the Department of Labor with a prior bank employer - they withheld for both State and Federal - but Box 2 is blank though they took both state and federal withholdings - and while they did take state withholdings in that box, the State is left bank - should I assume it is my state of residence and then your their payee number?
