The money you hear about people getting for just filing a tax return involves two things:
1. claiming kids as dependents (but you are not allowed to claim yourself as a kid)
2. have some earned income (wages or self employment)
Without earned income or "qualifying children" you are not eligible for the "refundable" Earned Income Credit or Additional Child Tax Credit.
