TurboTax can't guarantee having 1099-Rs for download. If you can't download it, you can always type it in by hand, so you'll need to get a printed copy of the information on the 1099-R.
Can you contact State Street and have them send you a copy of the form by email or text? Or in the last case, log into State Street (if you can) and do screen shots of the 1099-R.
Do whatever it takes to be able to enter the data from the 1099-R by hand into TurboTax.
