The RMD question does not apply to distributions from nonqualified annuities, so it doesn't matter what answer you give. (TurboTax shouldn't even be asking the question because it is only asking to determine how much of the distribution is eligible for rollover, and any distribution reported with code D in box 7 is ineligible for rollover.)
