Yes, except in the case where the RMD is from an inherited retirement account paid to you as a non-spouse beneficiary.
The need to enter distributions made after 2019 is an anti-abuse provision to prevent one from taking a distribution from a retirement account and turning it around as a new retirement contribution to be able to get a Retirement Savings Contributions Credit.
