I am a disabled Vet who's permanently and totally disabled; therefore I have no taxable income. I DO have a dependent under the age of 18. Do I get any type of return?

I may be incorrect, but I would assume that I would at least get some kind of return for my dependent. Is there a form of some kind, or am I just no longer able to receive a tax return?
