TurboTax Free Edition does not support form 8606. Deluxe or above does handle 8606.
You might be thinking of the TurboTax Freedom Edition: TurboTax
Freedom Edition, is based on your income (AGI $34,000 or less) or if you
are Active Duty Military in 2018 (AGI of $66,000 or less). If you qualify
for free federal filing, you also qualify for Free State filing. The TurboTax Freedom Edition does support form 8606
