Can I claim a total withdrawal from an ESOP w/401k provisions as untaxable? Apart from the Federal tax withheld mentioned in box 4.

Federal 20% and processing fees were withheld and paid at the time of requesting distribution to close the retirement plan. Box 1, the gross distribution, is what I would like to claim untaxable.
Additional note: I am under the retirement age of 60.
