Yes, with resect to the question being asked by TurboTax, your pension is all RMD. TurboTax only asks the question to determine how much of the distribution is eligible for rollover. Because no part of your pension is eligible for rollover, it's all RMD.
All qualified retirement plans, including defined benefit plans such as your union pension, are subject to the same RMD requirements as IRAs.
