Why am I being told that I need form 8915D when I had no such distribution in 2019? Last year was my first filling of form 8915E for a Cares Act distribution in 2020.

I think the question posed by the software is deceiving, or at least confusing. A distribution between 2018 and 2020(?), No, but in 2020, Yes. Yet the question goes on to include the distributions taken in 2020 as explained above.

I'm hoping this is just an anomaly that will get straightened out once the valid reporting form 8915F becomes available later this month. Otherwise, using form 8915D, for whatever reason that might be, will require filling by mail.
