Should turbotax not let me e-file when my 1099-r from vanguard and fidelity have amt in 14 (state tax withheld) but not 16 (state distribution)? can this be fixed?

both vanguard and fidelity provide me 1099-r with amunt in 14 (state tax witheld) but not 16(state distribution).  Turbo tax will not let me efile since 14 amount is not less than 16 amount.
