1099R is issued to you by the payer of the Account, so if it a 401K or IRA the custodian of that account issues it.
This has nothing to do with the IRS or the shutdown.
They were suppose to be mailed 1-31-2019 so it should be there soon.
If you don't get it within a few days look for it online or call them.
(I am waiting myself for two 1099R's and hope they come this weekend).
