Retirement tax questions
First, you need to enter the contribution in TurboTax, where you will see a screen that says Choose Not to Deduct IRA Contributions, to which you will indicate that you want to make the contribution nondeductible.
Next, you will enter the distribution as reported on your form 1099-R and you will see a screen that says What Did You Do With The Money? to which you will answer that you moved it into another retirement account. On the same page you will see an option to indicate that you did a combination of rolling over, or cashing out. Then you will see the option to indicate that you converted the distribution to a ROTH IRA account and you will enter the amount rolled over.
You will see a screen that says Tell Us the Value of Your Traditional IRA, and you have to be careful to answer that question accurately as it will affect the taxability of your distribution.
