If your state gives you a Home Heating Credit, you need to prepare a Federal return (even if you don't submit it) and then prepare a State Return to claim the credit.
However, if you didn't receive your Stimulus Payments, you may want to submit a Federal Return for 2020 to claim them as a Recovery Rebate Credit.
In the Federal Review section, you can enter the amount of the first and second stimulus payments you actually received.

Since you didn't mention what state you are in, in your State Interview, look for questions that ask about taking the credit.
If you want to Efile just your State Return, in the File section indicate that you want to 'print and mail' your Federal return, then you can Efile your state return.
