Is TT not processing the UCE tax credit of $10,200? I can't figure out how to make it work.

Is TT not processing the UCE tax credit of $10,200? I can't figure out how to make it work.
The software will take the 1099-G amount but then there is no way to apply the $10,200 credit. Suggetions?
