I'm a fellow user and don't work for TurboTax or the Turbo Visa Debit Card. If you are referring to the Turbo Visa Debit Card, you can view the Cardholder Agreement here:

On page 3 of the Cardholder Agreement, in the topic "Limits On the Use of Your Card", it looks like the limit for cash withdrawals at ATMs or in-person teller withdrawals is $3,000 per month, "unless otherwise indicated."
