Why can't I list a figure in Box 14 of 1099-R (state tax withheld)?

I can't list an amount in Box 14  in TurboTax for my IRA.  On my 1099-R that I received, it lists a figure in Box 12, but on TurboTax, it's Box 14 (state tax withheld).
