After reading this response, I ended up finding "forms" in the upper right corner of the application. When I clicked it, I scrolled through looking for the "4852" and when I found it, I deleted it. When I went back to the digital "paper" version (instead of the step-by-step version), the 9a and 9b boxes I expected to see were there, when they hadn't been in the "step by step" version. I made sure to unclick the box noting that the 1099-R needed to have a 4852 form generated, and then my tax return showed no errors when it was checked again. I was able to submit electronically.
