If you received either form CSA-1099-R (Civil Service Annuity) or CSF-1099-R (Civil Service Survivor Annuity), Box 12 is for State Tax Withheld.
If you don't have state withholding, do not enter a State ID or Payer's State Number in Box 13. Leave both Boxes 12 and 13 blank.
