As Mike9241 said, you may need professional help with this, depending on the details.
That said, I assume you paid the city $200,000, essentially paying off the "loan", just like paying off the mortgage. The whole $400,000 capital gain is yours.
It sounds like the 33% equity is just "collateral" and has nothing to do with with sharing the gain.
