"To be classified as a property improvement, two criteria must be met:
1) The improvement must become "a material part of" the property. For example, remodeling the bathroom, new cabinets or appliances in the kitchen. New carpet. Replacing that old Central Air unit.
2) The improvement must add "real" value to the property. In other words, when the property is appraised by a qualified, certified, licensed property appraiser, he will appraise it at a higher value, than he would have without the improvements."
No offense but this sounds made up. Are these words from an official source? "Material part of"? A new appliance that isn't built in doesn't become a material part of the property but it's still an improvement. I don't think that's one of two criteria used. "Real value" so it appraises higher after the improvement? I don't think that's a requirement either. If you convert a garage into a 3rd bedroom that's an improvement but it may not add ANY value and may cause the property to be worth less depending.....a lot of buyers want a garage but have no use for a 3rd bedroom.
