Why does turbotax keep asking to revisit the capital loss carryover amount? it says it is zero but I did not use up all of the loss last year

my loss in 2017 was $9691. In 2018 turbotax calculated that I had -$316 carryover and now for 2019 it says carryover is zero. why can't I take anymore loss?
