You would have to pay ND income tax on your earnings to get that deduction. If your HOR is NOT ND, then you don't pay ND taxes at all, therefore you get no deductions or credits from ND, since you don't pay taxes to ND.
Does your non-military spouse have a job working for an ND employer? If she pays ND state taxes, then she "might" qualify for the renters credit. I'm not that knowledgeable on ND state taxes, so that's a shot in the dark on my part.
