The credit for nonbusiness energy credit was modified in 2018 and may be applied to the 2017 return, however, as the FAQ mentions, TurboTax is waiting on direction from the IRS as to how these provisions are going to be retroactively applied.  

Because you did have a rental sale, Premier is the correct online product for you (you won't be able to use Deluxe). As far as the credit is concerned, however, this should be available in TurboTax shortly.
