Yes, provided that you live in the place you are renting.  Please see how to claim the credit on the WI website (click on link):  https://www.revenue.wi.gov/Pages/FAQS/ise-home.aspx#home2.  As you can see, you will need to submit paperwork that shows you rented and lived in the residence.

There are many different reasons that you may have a different mailing address (a PO box would be a reason), so you are not denied the credit just for that.  But you do need to live there.
