You can only import .TXF files into TurboTax, not .csv files and you can only import .TXF files into DESKTOP versions of TurboTax.
I assume you have the .TXF file already on your computer.
Click on File > Import > From Accounting
Software. Then select "Other Financial Software (TXF file)" and navigate
to that file on your computer.
