You're just mixing apples with hot sauce here. It's perfectly possible to be working on a property and it be move in ready. For example, when I was having a new roof put on a property, that did not prevent the tenant from moving in. However, when I was having another property completely rewired to update the electrical service from the pole to the house, as well as the entire house rewired, the property was not move in ready until the power company reconnected the meter and the county inspector issued me a new CO.
Actually, that's backwards. The power company wouldn't plug in the meter until after the CO was issued.
