If you paint the house while it is still a rental, you can deduct the expense of the painting as a rental expense. But, if you wait until you stop renting the house, the cost of painting can not be added to the basis because painting is not considered to be an improvement that adds to the cost basis.

 

Yes, you are correct that it would be better to paint while still a rental so the cost of painting can be deducted from Schedule E.
