If your school didn't receive those payments (i.e. you paid a school loan, etc), it wouldn't be reported on this form.

Regardless - your school issued that form to you. You need to contact them if you have any questions. 

You can report qualified education expenses in TurboTax: 

  1. Sign In, Continue your/take me to my return
  2. Go to Federal Taxes - Deductions & Credits 
  3. Edit/Add/Start Expenses and Scholarships (Form 1098-T) Edit/Add Student
  4. Edit Other Education Expenses (for all schools

Education expenses are things like books, materials, lab equipment and other things you had to buy so you could attend classes.

Eligible education expenses can be deducted whether they were paid out-of-pocket or through a student loan.

You won't need to enter information about your student loan until you start paying it back. The loan itself won't be deductible, but the interest may be deductible. For you to be eligible for a deduction, the loan has to be in your name. Payments to a loan or school not listed on a 1098-T aren't deductible.
