Yes, but New York offers tax breaks only for undergraduate college tuition.
From the IT-201 instructions:
Line 68 – College tuition credit Did you or your spouse or your dependent(s) pay college tuition expenses during 2018? If No, you do not qualify for this credit. Go to line 69. If Yes, and you did not claim the college tuition deduction on Form IT-196, complete Form IT-272, Claim for College Tuition Credit or Itemized Deduction, and transfer the amount from Form IT-272 to Form IT-201, line 68. Submit Form IT-272 with your return. For more information, see the instructions for Form IT-272.
The instructions for Form IT-196 instruct the college tuition itemized deduction to be entered onto Line 48.
I tested this out in TurboTax, and the 1098-T that I entered in the Federal section transferred over to my New York return. Be sure to click Edit on the College Tuition Summary in the State section. Then, indicate if you were an undergraduate student in 2018.
Depending on which offers a larger benefit, the College Tuition Credit or Itemized Deduction, TurboTax will decide once all information has been entered based off of your tax situation.
