This is a technical notation for the bank/payer, not a signal that you are in trouble or under audit. The IRS likely sent a notice to the payer (your bank or the bond issuer) stating that the TIN (Social Security Number) or name on the account didn't match their records.

 

This notation indicates that the payer has been notified a second time within three calendar years.  If the bank required any action from you, they would send you a notice asking you to verify your SSN (usually via a Form W-9).
