Calling the TT web site a program is incorrect IMO. A web site can be implemented as one or more programs but a web site is something more and something other than a computer program. The desktop version was a program (sub-categorized as an application: a program that runs in an OS). The use of the term confused me since program can refer to a federal program or a tax program or the like. For example, someone might call 529 a program.
Regardless, I think you are right.
