I assume your mom lives in some other state. That state is your resident state, particularly because you are her dependent. So, you are correct to file a WI non resident return to pay WI tax on your income.
As a green holder, you are eligible for the WI standard deduction. So that brings your taxable income down to 0, and you get a full refund. The $63 refund is correct.
Now the bad news, you may also have to file a resident state return in your home state, depending on their filing requirements.
