Ohio city income tax is due to both the city you live in and the city you work in. School District (SD) Income tax (SDIT) is only due to the SD you live in. 

 

Q.  Is that do to the wages being lower in that locality than my actual income? 

A. No.  That would explain city tax being lower, but not SD tax (unless you moved during the year). You're probably going to have to ask your employed to explain the W-2 breakdown. A possible explanation is they just didn't withhold for the whole year or you're mixing up city and SD tax.
