It turns out that you can enter the 529 contributions from a summary/additional items page near the end of the NYS filing. This is well after being shown that TurboTax Deluxe assigned zero to the current year 529 contributions based on information from the federal return.
It would have been helpful to read a sentence indicating that NYS adjustments to federal income can eventually be made before completing the NYS return.
