I'm getting the message "you can't claim tuition and other fees because your income is too high" and getting taxed on funds withdrawn from 529 to pay for tuition. Why?

The message also says that my adjusted gross income exceeds maximum limit of $180k.  However, I thought 529 withdrawals that were less than tuition expenses would be not taxable.  Thanks for your help!
