No, you can't amend your return and make it disregard the 1098-T.
If you already filed your return, and it included the 1098-T, you have the option to file an amended return to report errors or additional income, but that would not allow you to file a new return as if the 1098-T never happened.
The IRS gets a copy of 1098-T forms and if it looks like you received more scholarship that what was paid in tuition, you'll need to claim that income.
