I just spent over an hour on the phone with a CPA from TurboTax about this problem. When I came to the screen that you all recommend to zero out, he said that page was not the problem. In fact, he recommended that I just delete the 1099-Q from my return if all distributions were used for Qualified Education Expenses. TurboTax needs to fix this problem OR at least advise people to zero out the page if they don't qualify for education expenses due to income. I appreciate all of the comments above. I should have read this first and saved a lot of time on the phone!
