Probably, for 2017. But it doesn't matter. You may claim the tuition credit based on the payments you made in 2017. Keep good records.

The 2018 and 2019 payments cannot be counted toward the tuition credit. You will, most likely not get a 1098-T, but even if you do, you can't claim it. 

Assuming you are eligible, for the ,most generous credit, the AOC*, you only need to have paid $4000 in 2017 to get the maximum amount.
