You manually correct to 0 (from $10K). That entry is not asking how much you are claiming against the 1099-Q. It's asking how much you are using for the Tuition credit. When you enter zero (0); TT will then use whole $23,000 against the 1099-Q (rather than the $13,000 it was using before)
