You will see the subtraction on line 13 of Form 502.
Please make sure you indicated that the Form 1099-R was military retirement during the federal interview and TurboTax will automatically apply the subtraction of $15,000:
- Click "Wages & Income" (under Federal) on the left
- Scroll down and click "Show more" next to "Retirement Plans and Social Security"
- Scroll down and click "Start" next to "IRA, 401(k), Pension Plan (1099-R)"
- Enter your 1099-R information
- On the "Where is your distribution from?" screen select "Active or reserve military retirement"
