I agree. I do not have any stock sales. I only have capital gain distributions. So Schedule D should not be required. That's also what TurboTax did. But the fact is that the IRS sent me a letter requiring me to "complete Schedule D with information that supports [the value] on line13, Schedule 1." So I have no choice but to fill out the three or so lines on Schedule D and send it anyway. I was hoping to simply force Turbo Tax to populate one rather than me having to do it. I have now done it manually. The way I read the instructions for Schedule D, the value from Schedule 1 line 13 simply appears on lines 13, 15, and 16 of Schedule D. That's it. There is nothing else to put on Schedule D since I have nothing else to report. So the IRS wanting Schedule D in order to support the number appearing on Schedule 1 line 13 seems really stupid. I don't think they know their own rules. But you can't argue with the IRS.
