The status of your third stimulus payment is not clear. If the IRS did not send you any third stimulus payment at all because your 2020 (or 2019) income was too high, Form 3911 is not applicable. If your 2021 income is low enough to make you eligible, you simply claim the Recovery Rebate Credit on your 2021 tax return.


Form 3911 is used in cases where the IRS did send you a payment, but you didn't get it, or it was lost, stolen, or destroyed. In such situations you would file Form 3911 to initiate a trace of the payment.


If the IRS did send you a payment, you must enter in TurboTax the amount that they sent, as if you received it, even if you didn't actually receive it. If you claim the Recovery Rebate Credit for money that the IRS already sent, even if you didn't get the payment, your tax return will be pulled aside for manual processing and your refund will be significantly delayed.
