The IRS FAQ has been updated to say that if the status says "not available", you will not get a payment, and will instead claim the rebate on your tax return.

Since the IRS has to get ready for tax return season, and the stimulus law imposed a January 15 deadline for making round 2 payments, the IRS seems to have decided that any taxpayers with problems are going to have to wait for their tax return and refund.
