Yes, if you are self-employed,  your conference fee would be considered "education" for yourself that "maintains or improves skills required in your trade or business."  This is specifically addressed in IRS Publication 535, on page 46 under Education Expenses.  I'm linking that publication below.

Where to record that in the TurboTax program?  You're probably already familiar with how to enter your business expenses.  Look for the category that best defines this expense.  It may be Continuing Education, Conferences, or something similar.  I'm linking below a TurboTax FAQ that will help you find the right spot for this expense.
