The IRS has promised to open a website in mid-April for people to provide their banking information, if they filed a tax return but did not not provide the banking information for a refund.
If you were not required to file at tax return in 2018 or 2019, to register for a stimulus payment you can use the TurboTax Stimulus Registration product at this link or the IRS website for non-filers to enter their payment info at this link. Note that "not required" to file a tax return is different that "was required to but did not".
