I don't know how to make it any clearer. Until your LLC business is "open for business", be it a partnership or multi-member LLC, you have nothing to report on any tax return. So if the business was not open on Dec 31 2018 or earlier, you have nothing to report to any taxing authority concerning that business, on any tax return.
