They are referring to the New York State return section for modifications.
It would be an addition for A-101: New York City flexible benefits program (IRC 125).
If it is listed in Box 14 on your W-2, it may carry-over but these posts are saying that they inadvertently entered a zero for the addition on the New York State return and that caused an error.
If you have no entry for Box 14 on your W-2, please go through the New York return to see if anything (including zero) was entered there.
If you did have an entry for Box 14 on your W-2, please make sure the category selected was not "New York IRC 125"
